NODA is an association of local governments voluntarily joining together to work with common interests for greater economy of each entity and the benefit of all. Authority membership is available to the counties of Alfalfa, Blaine, Garfield, Grant, Kay, Kingfisher, Major and Noble and all public agencies having some jurisdiction within the eight listed counties. This may include cities and towns, conservation districts, school districts, authorities or political subdivisions. Associate membership is available to unincorporated rural areas, businesses and industries.

Many problems require cooperation among two or more units of government. Interlocal cooperation can promote efficient use of limited governmental resources. Federal and state programs usually overlap local jurisdictional boundaries. Combined local interests can have the greatest influence on state and federal programs impacting on the locality and region. State and federal agencies tend to look to regional interests for program policy and implementation at the local level.
NODA provides intergovernmental cooperation and coordination which strengthens local governments. NODA formulates, develops and administers a program for regional planning and development which improves the physical, economic, social and environmental conditions in the region. NODA renders technical assistance to its membership.
The policy body of the Authority is the Board of Trustees which meets monthly. Board of Trustee membership includes elected officials or their representatives of County Commissions, member cities and towns within counties, member conservation districts and members at large representing minority populations.
NODA invites public participation through two advisory bodies: the Comprehensive Economic Development Strategy Planning Advisory Committee and the Northern Oklahoma Regional Transportation Planning Organization Policy Board.
