The Oklahoma Legislature, finding that the general economic conditions in rural Oklahoma reflect reduced individual earning power, lower returns on business investments and corresponding effects upon fiscal capacity of cities, towns, counties and unincorporated areas, passed the Rural Economic Action Plan of 1996. The act created three funding sources for water, sewer, streets and bridges and economic development projects within the NODA eight-county area. Application for projects are received, reviewed, rated and funded by the NODA Board of Trustees through this REAP program.
