Community Planner
Qualifications:
Reading, math, communications, and computer skills.
Understanding of municipality government, infrastructure, procurement, and budget processes (city, town, and county)
Understanding of state and federal grants
Basic understanding economic development
Job Duties:
1. Preparation and Submissions for Community Development Block Grant (CDBG), Rural Economic Action Program (REAP), and Economic Development Administration (EDA) grant applications.
2. Implement administration and monitor CDBG, REAP, and EDA grants.
3. Assist in update and development of the Comprehensive Economic Development Strategy.
4. Any other duties as assigned, which could involve any other NODA programs including hazard mitigation planning, rural transportation planning, Community Strategic Energy Plans, or programs in which NODA involvement might occur.
Previous experience with CDBG, state and/or federal grant programs is preferred; plan writing experience is a plus. The Community Developer will report directly to the Economic Development Director.
Examples of Essential Functions:
· Facilitates and coordinates grant-related projects and programs; develops resources, acquires funding sources, writes and submits final proposals to a variety of organizations, foundations, state and federal agencies.
· Interacts with partners such as cities, towns, counties, and rural water districts to build and maintain relationships; may serve as liaison between advisory councils, funding sources, the state and federal agencies.
· May direct major projects or programs based on grant funding, coordinate with staff regarding progress and timelines.
· Oversees and facilitates the negotiation, administration, and renegotiation of contracts and subcontracts, as appropriate to the specific grants.
· Coordinates and maintains standards and deadlines for proposals; assists in the review of proposals for completeness, accuracy and quality, and to ensure compliance with standards.
· Maintaining inventory records and auditing of projects.
· Works closely with finance department to ensure project deadline and financial awards, appropriations, and obligations; maintains records of financial commitment and timelines.
· Identifies and interprets pre-award and post-award criteria and guidelines to staff.
· Analyzes changes in regulations and their effect on reimbursements and financial operations.
· Coordinates activities and attends events associated with grant opportunities.
· Maintains records of funding sources, grant applications, and grant awards.
