TRANSPORTATION PLANNER
General Statement of Duties
Performs transportation planning duties for communities in the region or for region-wide
projects and planning.
Job Description
This employee will perform transportation planning work for the region, with tasks such as attending various regional or state transportation planning meetings, special traffic and corridor studies, various data gathering and analysis; facilitating public hearings or other means of public input; and supporting other staff through research and writing. Work includes tasks such as gathering statistics and field data; analyzing data, preparing various reports and plans;
developing recommendations; providing assistance to the local government members; planning and participating in various public participation processes; supporting groups and committees made up of citizen and public officials; evaluating programs and preparing and presenting reports; and complying with grant reporting regulations. Work requires knowledge of rural transportation planning and of planning concepts as well as independent judgment and initiative in the performance of duties. Work is performed primarily in an inside environment but occasionally requires field work and travel within, and outside, the region. Work is performed under general supervision and is evaluated through observation, reports, progress on projects, and feedback from staff and clients.
Duties and Responsibilities
Essential Duties and Tasks
· Conducts specialized research; gathers and analyzes relevant data; writing of plans; performs special studies such as traffic counts, corridor studies, crash analysis, bicycle and pedestrian
facility inventory and assessments, or socioeconomic, demographic and land use inventories.
· Assists with hosting Regional Transportation Planning Organizations (RTPOs) meetings and advising and educating local staff and elected officials in transportation issues and data.
· Coordinates with a variety of local and state transportation officials, elected officials, local government staff, consultants and others on projects and plans.
· Prepares agendas and minutes for technical committee and policy board meetings for NORTPO; presents reports, research findings, and program updates.
· May attend ODOT workgroup meetings to participate in data statewide plan development; special project selection, and provide insight to the region’s transportation systems.
· Compiles data for monthly and quarterly reports and deliverables to send to ODOT to ensure compliance with the grant.
· Participates in various national association, regional, statewide, or other transportation meetings.
· Assists with the creation and submission of projects of transportation modes to ODOT for scoring and potential funding.
· Serves as an advisor to groups such as local governing and planning boards and citizen working groups; makes presentations to groups; supports community events.
· Conducts public meetings; facilitates input; provides guidance.
· Preparing and updating complex regional and county long-range transportation plans.
· Ability to manage and complete multiple projects with set deadlines, simultaneously.
· Assists with the preparation of grant applications.

Recruitment and Selection Guidelines
Knowledge, Skills, and Abilities
· Knowledge of the principles, practices, and research methods related to regional transportation planning.
· Knowledge of relevant federal, state and local laws and regulations.
· Knowledge of rural issues, plans, and programs.
· Knowledge of the application of information technology to document preparation, GIS research, spreadsheet analysis, presentation software, and other related applications.
· Strong skills with various computer software programs, including but not limited to: Microsoft Office (Word, Excel, PowerPoint, Publisher, Access), Zoom meeting, Adobe InDesign, email, Survey Monkey, etc.
· Experience with ArcGIS software including Pro, Desktop, ArcGIS Online, etc.
· Skill in public speaking, meeting facilitation, conflict resolution, and customer service excellence; relaying complex planning concepts to public.
· Demonstrated ability to analyze and systematically compile technical and statistical information, and to prepare reports of varying nature.
· Demonstrated ability to evaluate the feasibility of planning alternatives in relation to trends, costs, social pressures and needs.
· Ability to communicate effectively in oral and written forms, to interpret planning, local ordinances, and federal and state regulations for officials and the general public, to make public presentations.
· Ability to establish and maintain effective working relationships with public officials, clients, coworkers, and the general public.
· Manage transportation staff and provide project direction and technical assistance as necessary.
· Ability to think critically.
· Transportation, or related, plan writing experience necessary.
· Must be able to take initiative to pursue different areas of the transportation planning process in Northwest Oklahoma as identified through research and public meetings.
· Identify local representatives to grow the NORTPO Policy Board and Transportation Technical Committees membership base.
Physical Requirements
· Must be able to perform light work exerting up to 20 pounds of force occasionally to lift, carry, push, pull or otherwise move objects.
· Must possess the visual acuity to examine and work with maps, charts, and detailed materials, operate a computer, go and inspect sites regarding planning issues; do figure
computations, and extensive reading.
Desirable Education and Experience
· Graduation from a four-year college or university with a degree in transportation, planning or related field and professional experience in transportation planning work; or an equivalent
combination of education and experience.
Special Requirement
· Possession of a valid driver’s license.

Mobility Services Coordinator Job Description
DESCRIPTION: The Mobility Services Coordinator will work with local public transit, planning agencies and human service agencies to coordinate transportation services to improve overall mobility for the general public, with an emphasis on the elderly, low-income persons, and persons with disabilities. This position will focus on the movement of people rather than vehicles to ensure choices for the individual.
This position is administered by the Oklahoma Department of Transportation (ODOT) and is under the general supervision the Northern Oklahoma Development Authority (NODA).
SCOPE OF WORK: Develop a system of outreach to low-income, socially isolated older and/or disabled adults and assist them in gaining access to needed transportation services. The position is very interactive with the local and regional health and human service community, transportation agencies and the public sector. The mobility services coordinator role is essentially a transportation social worker connecting individuals with transportation and other resources to meet their varied needs.
Assist public transit and human service agencies in the three counties of Noble, Garfield, & Major while fulfilling the following responsibilities:
· Cultivate multi-agency partnerships that can reduce costs through efficient and effective transportation coordination.
· Research needs and demands of users, funding, regulatory process, and develop incentives for participation.
· Develop new ways to remove transportation barriers to and from jobs and employment support services for
individuals with disabilities in rural areas.
· Develop goals and objectives for sustainability and growth of the Mobility Management program.
· Attend appropriate conferences, meetings, and trainings as required and appropriate to the position or as
assigned by the ODOT statewide mobility manager.
· Develop an informational and outreach program for current transportation services and mobility options through public speaking and media presentations, including the development of outreach materials and a marketing plan.
· Identify and research corporate, foundation, and government funding sources for matching funds and new or
ongoing programs.
· Research and implement common driver training standards for all area transportation agencies.
· Participate in Oklahoma’s Mobility Managers’ Network and work together with other mobility managers throughout the state.
· Develops strategies for seeking other funding sources and to leverage existing funding with non-FTA federal programs for program sustainability.
· Establish provision of alternative services in order to meet diverse human service transportation needs at the lowest cost, such as mileage reimbursements, volunteer drivers/vehicle sharing, mobility training, vouchers for gas or car repairs, etc.
· Prepare updates for the Coordinated Human Services Transportation Plan for region three.
· Organize and facilitate an annual County-wide Mobility Management meeting for those interested in transportation issues to update the vision for transportation coordination, assess progress
towards goals, and identify successes, challenges, and opportunities.
· Experience with multiple modes of transportation, which could include bicycling, walking, public transit, etc.
*This list is not exhaustive. Responsibilities and task will be determined by Statewide Mobility Manager and NODA Executive Director as needed.*
This position requires in-state and occasional out-of-state conference and training travel. Mostly, the mobility manager will be traveling within the identified service area.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to present information, speak effectively before groups of employees, managers, clients, customers, and the general public, as well as respond to questions in both oral and written forms. Bilingual candidates preferred but not required.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts; perform basic math, calculate figures and statistical
inference. Ability to apply graphic concepts, fractions, percentages, and ratios to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form and explain these to others.
KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of geographical layout of the counties identified in the service area
and surrounding areas.
Ability to compile information and maintain and keep accurate records and reports. A high degree of computer literacy, including competency in standard spreadsheet, database and word processing software, and geographic information system software. Ability to learn new technology and coordinate multiple projects simultaneously.
CRITICAL SKILLS
Ability to conduct self courteously and tactfully with the public.
Open minded with a willingness to learn.
DESIRABLE EDUCATION AND EXPERIENCE
Graduation from high school or GED, plus a minimum of 2 years of relevant experience in transportation planning, project management, program planning, social work, working with a diversity of organizations, or related field is required.
A Bachelor’s Degree in Transportation Planning, Public Administration, Transportation/Urban Planning, or other related field is preferred, but not required. Training and experience that demonstrates competency to perform the work may be substituted for a degree.
Knowledge of the Americans with Disabilities Act (ADA) and its specific applications to public
transportation is desired.
SPECIAL REQUIREMENTS
Possession of a clean, valid driver’s license at the time of appointment, and maintenance of same throughout, reliable personal transportation to travel across operating area when company vehicle is not available. Travel as necessary within or outside of service area via automobile or other mode of transportation. Special note – Mobility Services Coordinator will not provide transportation services
to clients under any circumstances.
PHYSICAL REQUIREMENTS
Extended periods sitting at a table, desk or workstation with use of a computer; normal visual acuity and field of vision; hearing, speaking and color perception; work could involve periodic bending, stooping, reaching, standing and walking.
Requires dexterity in operating office machines and equipment; periodic need to carry items for short
distances weighing up to 10 lbs. Periodic fieldwork in varying environments.
